Really an extraordinary accomplishment all the elected officials who. We've worked with so successfully. But another round of applause or mayor brown Canada. And I am so excited to be here to talk about. The new year the state of the state which we've been talking about for the past. Few days now what is the state in the state this January 9 well. It is stronger than it has been in decades and nobody knows that better. Then you wouldn't buffalo know that. We've made remarkable economic and social progress all across the board. Since that time of FDR and Robert Moses. Our government has achieved more it's built more it's passed more meaningful legislation than ever before. It really has been an extraordinary six years in terms of progress and especially. When you compare to the preceding decades. Of stagnation. Statewide the unemployment went from eight grew 4% to five point one today. He. And the good news is you see that economic recovery all across the state it used to be. That downstate New York would do very well economically. And upstate New York would let. And we have changed that because we focused much more on upstate New York. And now when you look at the growth numbers in upstate New York you see they are all across the state. And they're comparable with what you're seeing in downstate it's extraordinary. That the growth in the north country for example would be better than the growth in man. So it really is a testament. To a new balanced approach that is working across the entire state in the State of New York today. We have just under eight million private sector jobs. Those of that is more private sector jobs than had ever existed in this State of New York that's what eight million jobs after. Western New York 23900. New jobs since when he here. So we are making dramatic progress but the progress didn't just happen we took dramatic action six years ago. We really headed in a much different course. The truth laws. The state was on a spending spurred and it had been for many many years when you go back. Fifty years. And you look at the rate of spending in this state. This day was spending at a high rate of inquiries. Then the people in this state or earning income. All right just think about efforts act literally the government was spending more than its people were earned. And that's why it was that constant feeling that government was taking more and more of your page. You know why because government was taking more and more your picture. And what we did fundamentally. Was we got the spending of the state under control. And during. The times going back to governor Rockefeller. It's the statement about 11% more every year. Governor Kerry seven point nine my father six point nine George attacking Republican conservative. Was elected. To correct this spending Mario Cuomo. Democratic liberals the difference was one point seven. We have brought the spending for six years than one point war person. Now when you did that spending down. A lot of good things happen. And we need it to sprinting down that you can cut taxes. And that taxes. For every person in the state of new York at every race. Are lower today than they were five years ago lowest middle class tax rates since 1940s and Lois manufacturer attacks since 1970s. Which is zero Lowe's corporate taxes 1960. Yet. So we got to spending down it allowed us to get the taxes down. And that's why you see a new latitude. With businesses believe their welcome in New York. And we believe there welcoming New York the exodus has stopped. The job growth has stopped art and we also shook up Albany on a different level. And we shook them up to the fact that upstate actually matters the truth there's. The legislature in Albany all too often focuses. Downstate. Wine that put that we have most of them are elected for a that's the single. Largest concentration. Density of population in the state. I understand from downstate New York I understand the concept. Bot. Upstate New York actually has greater needs than downstate New York. And at the end of the day upstate downstate we don't want state. We are one set of box I've not to give up they've got good attention. And help it deserves never made any sense. So we started with a new approach where we invested in upstate New York. Two and X financial extent from past years and we changed the way we did. The old way it was Albany. Bureaucrats and politicians said this is well I want to spend money on in buffalo. This is what I wanna spend money on insert cues. So what is really more political pork barrel. And political payoffs. Than anything else we put together regional economic development councils. Which are the top business people in each region working with the top academic people in the region. And we said then you give us a business plan. That actually makes sense for that region. And then we will follow. What. Your plans says rather than the politicians in Albany. Tell you what you made. They should do it. It was a totally different approach now the legislature doesn't like it. Because they like it when they got to make good decisions. But. Let politicians do what politicians do that business leaders and academic leaders do what they do let them design business plan for the region. Because it's about creating jobs. That's what this is all about and that's what these RE PCs have done extraordinary. And it is working we have invested four point six billion dollars. In these regional economic development. Council's we've created 2101000. Jobs. And west in New York we made a special commitment. Wild. West in New York. I believe we had a commitment to make four years of abandonment. And years. You know. I first came to buffalo. When I was in my twenty's my father was governor is working with a Fella named Tim Russert was a good buddy of mine who was working with my father. Also is my apartment Press Secretary. And he was the first person who's to bring me out to buffalo all. And we would always matter official business. That's where we took the plane and we would do our official business and then we would have some unofficial events. And he showed me but buffalo and only way that Tim Russert could show some but he buffalo but. It has such potential all levels. And such a great work forces great epic in such a greater history. And they got caught in an economic transition. And really state government was never there to help. But people. In buffalo and that's what was always extraordinary to me. I mean economic transition has been going on. Aren't cents. The fifties the 60s80s. Denying it and people never cable. Based. Day because they believe in buffalo. And when I became governor I've committed myself. To making a difference and making up for the lack. A state energy and state investment in buffalo and we did and that's what the buffalo billion was all about. It was a billion dollars. YE a billion. A billion peseta people. This is not just another plan. And I'm not just another politician. With another plan because you've heard a lot of politicians with a lot of my hands over a lot of years. And over 3040. Years of decline. Every time a new mayor retirement account executive Herbert of the new governor was elected him is that. If hello. Really believe me believe me I'm gonna help well. Yeah and you had your heart broken once you've had a heart broken twice and had a heart broken three times and it was hard to believe again. So large that we needed something to really capture people's attention because they have the believe. That it's going to work if it's going to work. So we set a buffalo billion. What. We do wrong. Billion is a serious. Number. And it got people's attention. And it gave us that movie opening. Where people open their partner open their mind to say you know maybe this is. And then we went to work once that you had that window of potential and that window of hope. And the progress has been amazing if anyone said to you five years ago. We would happen growth that we had today. I would have said that that. You're being way overly optimistic it's impossible. You can't reverse fifty. EU's. Our economic decline in five use. It's not going out. You can't do that effects. But we did. Highest wage growth in buffalo and 36. Years nearly four decades. Winning 2% increase in construction from jobs and when he turned between fifteen. Highest since they've been keeping numbers. Okay. Home sales up 11%. Some who were some of the highest records in 2015. And home prices have increased close to 20%. Since when he eleven just think of that. The state has spent a 150 million dollars to promote terrorism. Which sounds like a lot of money and it is. But it is paying dividends. Are tourism spending is now to a 102 billion dollars in economic impact. And again you see the growth in tourism is all across the state. Western New York we're close to 14%. And it's been great for all of Western New York. Eighteen million tourists. Up 14% since 2010 and eighteen million and went gonna do we even better than that next year. Two point eight billion dollars. More than 57000. Jobs up 11%. That's the I love New York campaign the pace of New York campaign. All that advertising. Has really turned around tourism canal side has been a phenomenal. At success. People an hour from me for more of course the country. The study canal side. For the great success that it is ten times as many visitors since winning ten. We have companies coming to buffalo. That would have been unimaginable. A few years ago. If I told you Tesla was coming and Panasonic. Was coming. You would have said it's too good to be true but they'd use. Millennia else. Are coming back after so many years of seeing young people lead. If the so many years of seeing that same scene at the airport. With songs leaving in the orders leaving the followed jobs that was somewhere else now it's actually reverse. And young people coming back the buffalo. And they wanna live in the city in the wanna live in that social environment. New hope housing Niagara Falls. Who would have believed. River bend. Former New York plant is now the location of the largest. Solar panel back facility in the west in tennis the. 43 north. Has been a national. Innovation in entrepreneur areas in until mannerisms buffalo billion views work. On every level it's working you look at the numbers you look at the experience its work. And since we've made so much progress is such a short period of time. The real question is where do we go from here because the dramatic success. That was unimaginable. Only speech to the potential that we actually. Now we know what one thing we have to do. We have to continue to focus on the economy and we especially have to focus on the economy. For the middle class and working class. They have been especially hard hit. Not just in buffalo put all across this country and that after the hour. So today I'm proposing a middle class Recovery Act that those three things. Focuses on jobs and infrastructure. Education and lower taxes. On jobs and infrastructure it's all about embracing the new innovation economy. And it starts with something as simple is embracing right here right cheering. Okay. Yeah. Are hiring is creating thousands of jobs is promoting safety for passengers is making transportation less expensive. It's it's helpful for people who go out. And may have a few drinks it's actually. Safer for drawn from a drunk driving point of view. It makes total sense. However. It's not a lot in upstate New York. Because requires a vote of the legislature. But meanwhile it is allowed in downstate New York. This is one of those examples my friends. Where it is a just and own fair to rally. If it makes sense for downstate. It makes sense for upstate. That is left now. It's thousands of jobs it's more tourism its cost savings it's unfairly about upstate. Because remember up state matters and that's when I want you to tell your legislators when they come home don't comb boom the buffalo. New York. To drive the economy we need to invest in the infrastructure. As part of a hundred billion dollar investment in the infrastructure we're doing 101000 miles of roads when he 600 bridges. Niagara Falls we relocated greet me in the Niagara seeded parkway. Thirty million for the sprint backward expressway to reunite a long divided community that should've been done decades ago. Since winning twelve you've invested one point six billion in Western New York infrastructure. Route nineteen bridge which we blew up the expert who by the way. And finally. Finally finally we have made the a transformation. Of the peace bridge plaza. And we didn't go to war with Canada over the the next step and infrastructure is going to be. Protecting our water system. We have two problems on the quarter system. We have an old infrastructure. And there actually health hazards. In our water system. Because we did a lot of manufacturing for a lot of years there are a lot of toxins indeed. Earth which wind up in the ground Warner which have to be filtered. Especially for young children there risks we need to take immediate action or when spent two billion dollars to rebuild. Cold watery construction of across the state. We are wonderful on state of the art drinking water treatment systems that says that filter out all potential chemicals that could be toxic and dangerous. Failing infrastructure pipes and port and drinking border at its source I want local communities to work together. To come up with the best most cost efficient way to Stuart and project that plan that the state access to education. Is probably. One of the most important things that we're going to do this session. And I think it's one of the most forward looking reforms. A generation ago or you needed was a high school diploma. And you really could lead to middle class life if you were willing to work hard. And you went to high school. You can find a manufacturing job and you could do well and you could take care of your family and you would work your way up the latter. That is not true anymore. 3.5 million jobs will require college quite when he 24. You need a college education. To compete for most middle class jobs. The jobs that are coming back. And there aren't jobs that are coming back markers a lot of corporations moved overseas. Because they wanted she laid. At what happened was they found out hate you get what you pay for it because there were overseas. They got cheap labor. Now they're coming back but they want educated labor. Everything is about advanced manufacturing. An advanced manufacturing. Is not manufacturing. The way it was. It's manufacturing. With the mine. I was in kind of wandered the new GM engine plant. Where they rolled out 300 million dollar tree. Formations or new engine construction. We're walking with a plan. All the way engines being go. You know what I didn't see. Tools. No wrenches. Screwdrivers. To all automation. And somebody at a computer terminal. Who was moving the automation. It is about the education. And that the place that is gonna get those job this coming back from overseas is going to be the place that as the most educated. Work. I'm gonna be the people who are most educate. And college is gong the beat today. What school was 75 years ago. That's what colleges. So everybody should have a college education one problem. It is very very expensive. And a lot of people can afford it and a lot of people can't afford that act which is staggering. You start with about 30000. Dollars in debt average in the State of New York. That's what I wanna leave the nation. On a proposal whose time will com buy New York always gets there first we should happen to wish him free. College. In hours. Families who were making a 125000. Dollars or less. Because that. The way we pay equal high school. We see today that day has come. That we will now pay for college. And that new you'll. Have the most educated. Work force. In the country. Okay okay. Thank you. Thank you. Thank you thank. In Western New York 85%. Of the families will not qualified for two which in three. Public cod this is a game change. This will say that every child. In every home. I have the hope to go to. I have the hope to go to cop doesn't matter that mom and dad can't play doesn't matter that I come from a poor place. I can go to college. And if I can go to college I can be a success. Every child's eyes will be open. Every child's future will be O. Hope forever. And that's what this country supposed to be all about. Somewhere along the way we lost our way but New York is gonna put us back on track and this is the proposal. That is going to do. At the same time we're going lower taxes. We're going to focus once again on property taxes want. Median income tax for the State of New York promote people with 18100 dollars. Property tax is 4700. Jobs. To win a half times which are paid at the state. Europe's at about paying taxes. Will benefit me. Two and a half times as local property taxes. We play some of the highest property taxes the United States of America. And Westchester. NASA suffering. In dollar amount paid the highest. But as a percentage of home back and you upstate New Yorkers. Property taxes have to come down what it just went wow it's not. So some of felony met ya. Look directly connected tens of thousands of jobs the light of extension to visit the island W railroad terminal will spur development. And reinvigorate the cobblestone. This error. But a billion warned that a lot of great work in the inner and outer harbor we want to build on that at the outer harbor will leverage open space recreational activities by creating a visitor center. Bike paths and redeveloping. The Michigan here. We will establish the buffalo blew away do we increase waterfront access by building eighteen Lou Dobbs boat launches. And establishing guides. Property it's been downturn Niagara polls so we can free up that land that has been locked up for too long. And actually have heard of commercial activity. Developed on that that brings economic. The. We're going to reclaim a 135. Acres of the Niagara gorge Carter preserving the rich are colleges. It will be the largest expansion of green space since the days of Olmstead. And mortar. The gorge belongs tonight which is committed one million dollars for conservation. To that section out. He. Broke completely ecological restoration of the boards. And we also understand that we need to generate more activities. For tourists. On the Niagara Falls side of the falls. When you look across the river. UC Canada has more activities. We need to correct that we're gonna do it in Niagara Falls. On the Rhode Island we will create a year round destination. Four tourism and build a world class long. With sweeping use the Niagara river. Yes he would also be issuing an RF he. The build greater outdoor activities. On Rhode Island that will boost tourism and give people an international destination. The visit so we're very excited about that. I. Know. In Jamestown we're gonna leverage the cultural history and we will invest five million dollars to close the gap on the Lucille poll comedies and there. We think it's going to be a great tourist attraction. We want to be part of victim congratulations mayor. We will also provide 2.5 million dollars to help. The city of James turned regain its economic stability was doing build. We'll be doing that also as part of this. And we had a successful downtown revitalization initiative program that we've run before Western New York. Has many older downtown areas. In many of its pounds. And we want to have any downtown revitalization specific plan for places like Al Fred. Clarence center east of Rory etc. to revitalize those downtown areas will be running it as a competition. But we'll funded through. Buffalo billion too now why then why are we. Committed. The buffalo and why we doubling down on our investment well first. I believe in the three wise. They have done a really extraordinary job for all of us I also believe in the other two Wiseman. I believe in the leadership. Of buffalo. I believe in Buffalo's growth and believe in Buffalo's potential. Most of what I believe in the people of buffalo. An island where I started. Since I was coming here as a young man. The strength of the people of buffalo. The loyalty of the intelligence that determination that values. The family values the work values the education values the ad that. Has been so impressive to me. And the way that you have responded. And the resilience that you have show. When this day came with this investment. You made this. You may this. It wasn't me wasn't Howard since it was Byron brown who wasn't marked Poland cars. The peep. A buffalo. And their love of buffalo. And gene it hurt and Niagara Falls. Their commitment. To Western New York. Where they said I'm not giving. And when not that if this is my home this is the queen city and she's coming back. And when not stopping. Until she does that commitment. That energy. That force. Is what I believe it. And that's each and every person in this room and you have that you have proven it over and over again. Yeah. So I am gonna put. Propose in my budget that this state along the buffalo billion plan in home. And accepts all when he proposals. Which would be 500 million dollars. But I believe it's in the best bit in the city of buffalo. And a state of new York and it will pay dividends. I have route would bet that. That we work to get there. We will make every let me.
